Opinions on Classic Vehicle Appraisal

Issued for Implementation on Jan. 1, 2011

Members of CVUC, Classic Vehicle Fans, Related Units:

The Classic Vehicle Union of China (hereinafter referred to as CVUC) will represent the Technology Appraisal Committee of FIVA to exercise rights of technical appraisal and registration on classic vehicle within the sovereignty of China from January 1, 2011, in accordance with FIVA Classic Vehicles Classification Method, FIVA Classic Vehicle Appraisal Technology Rules, FIVA Classic Vehicle Registration Management Method, FIVA Classic Vehicle ID Card Issuing Management Method, authorized by Technology Committee of FIVA and 2010 Annual Conference of global members. As such, after being approved after official discussion by the 6th Secretary-General joint meeting in 2010, the following provisions are formulated on vehicle technology appraisal and registration and ID card issuing:

I. Appraisal Scope of Classic Vehicles:

(I) Categories of Vehicles: The following vehicles which have been manufactured for over 30 years shall be identified in accordance with the classification of international classic vehicles:

1. Classic automobile;

2. Classic motorcycle;

3. Classic tractor;

4. Other mechanical power vehicles.


(II) Appraisal scope:

II. Technology Appraisal, Registration and ID Card Issuing Process

(1) Vehicle owner applies to the secretariat of the CVUC, and provides all materials on the vehicle according to the requirements of the CVUC.

(2) The CVUC shall establish an expert group (including 3 domestic experts authorized by FIVA, 1 international technical support expert assigned by FIVA) within 30 days after receiving the application and materials, and inform the applicant the technology appraisal time.

(3) On-site appraisal of expert group.

(4) Generally the appraisal opinions shall be issued within 15 days after on-site appraisal of experts. The time might be prolonged under special circumstances appropriately. Special vehicles shall be submitted to FIVA's Technology Committee for discussion and making appraisal opinions.

(5) Expert group's appraisal opinions shall be submitted to the Expert Appraisal and Technical Support Department as the original technical data of a vehicle appraisal as well as examination and issuing basis of ID.

(6) Expert Appraisal and Technical Support Department shall report the vehicle appraisal opinions to the FIVA Technology Committee.

(7) FIVA Technology Committee will pass the appraisal opinions and carry on registration of qualified vehicles.

(8) The secretariat of the CVUC shall examine and issue the ID card.

(9) The CVUC shall collect the Q&A Table of the vehicle owner (unit).

(10) Issue windshield registration sticker for the vehicle.


III. Technological Standards of Appraisal

Carry on the appraisal in strict accordance with FIVA Classic Vehicles Classification Method, and FIVA Classic Vehicle Appraisal Technology Rules.

IV. Registration and ID Card Issuing

Carry on the registration and ID card issuing in strict accordance with FIVA Classic Vehicle Registration Management Method and FIVA Classic Vehicle ID Card Issuing Management Method.

The applicant passing the technical appraisal and registration will obtain FIVA's universal vehicle ID card.


V. Costs and Paying

(I) Travel expenses of the expert group shall be paid by the applicant (unit).

(II) Accommodation and travel costs of expert group during appraisal shall be paid by the applicant (unit).

(III) Vehicles appraisal cost shall generally be calculated the vehicle's average value in international market, the proportion for common vehicles shall be low, and high for rare vehicles, and special calculation shall be applied to unique vehicles, but at least no less than 560 Euros, and at most no higher than 18,000 Euros. The specific proportion and amount shall be made by the secretariat of CVUC and Expert Appraisal and Technical Support Department according to basic situation of the vehicles, and be informed to the applicant (unit) before appraisal.

(IV) The registration fee shall be 48 Euros, ID card cost and issuing cost shall be 144 Euros per vehicle.

(V) Travel and accommodation expenses shall be directly paid by the applicant (unit). (6Vi) Vehicle appraisal cost, registration cost, ID card cost, and issuing cost shall be paid in full one week prior to appraisal.

(7) The related costs shall be collected by China Auto Road (Beijing) Culture Development Co., Ltd. Entrusted by CVUC.

VI. Related Regulations

(1)Vehicle which is not in volume production by a brand can't be appraised, registered and applied for ID card.

(2) Vehicle which is changed and assembled by oneself can't be appraised, registered and applied for ID card.

(3) Vehicle which has property dispute can't be appraised, registered and applied for ID card.

(4) Vehicle outside the sovereign state or outside FIVA's legal scope can't be appraised, registered and applied for ID card.

(5) Vehicle in judicial seizure, financial pledge can be appraised according to the requirements of judicial or financial unit, but registration and ID card application shall only be handled after termination of seizure and pledge.

(6) Registered vehicle needs to supplement or update data each year, or the registration information inquiry will show no updating of registration information which will reduce the authentication effect.

(7) The explanation right of the provisions shall belong to the CVUC.

(8) The provisions have been discussed and passed by the 6th joint meeting of the secretariat of CVUC in 2010, and shall come into force from January 1, 2011, until December 31, 2013.
