Guiding Opinions of Preparation of National Classic Vehicle Events

 

I. Number and qualifications of vehicles

(i) Taking into account the technology status quo of Chinese classic vehicles, in order to reduce the event organization difficulty and ensure the effect of events, general games need vehicles of no more than 50 units and no less than 15 units; static events generally need vehicles of no more than 50 units and no less than 10 units;

(ii) The vehicles used in events organized by Classic Vehicle Union of China should complete the registration. Taking into account the actual situation, the events in 2010 are allowed not to complete the registration, the registration rate in 2011 should be not less than 70%, and the vehicles not registered after 2012 can not get involved in the activities organized by the Classic Vehicle Union of China.


II. Driving distance control in dynamic event

Driving distance is generally about 1,000 km, strictly control the events which involve more than 2,000km.


III. Duration control of dynamic events

Usually about 7 days, strictly control the events which involve more than 10 days.


IV. Route selection of dynamic events

In accordance with international practice and industry regulations, the games should be conducted on the national roads or secondary-level roads. Usually, highways and countryside roads are not selected.


V. Speed control of dynamic events

In accordance with international practice and industry regulations, the general speed of the games is controlled not to exceed 60km/hour, and the average speed shall not be less than 40 km/hour. Daily driving distance is about 300-400 km.


VI. Climatic requirements of dynamic events

Generally arranged in spring and autumn, the general temperature is not less than 15 Celsius degrees, no higher than 35 Celsius degrees. It is better to avoid the wind, rain, snow, fog, frost, dust weather, and cloudy weather.


VII. Guarantee of dynamic events

(i) Accommodation

In accordance with industry management regulations, similar events abroad generally choose the host city's best hotels or five-star hotels; taking into account the domestic situation, five-star hotels, not lower than four-star hotels, are proposed.

(ii) Meal

Meals are mainly based on buffets, except large-scale events. The lunch should be prepared by players themselves when they are on the way.

(iii) Vehicle

1. Command vehicle

The team prepares up to one command vehicle. Large-displacement sport utility vehicle is preferred.

2. Vanguard vehicle

Four units. Large-displacement sport utility vehicle is preferred.

3. Way-clearing vehicle

Each group has one unit, one unit is available when grouping is not made. Large-displacement sport utility vehicle is preferred.

4. Working vehicle

Each group has one unit. When grouping is not made, 20% of the total numbers of vehicles are equipped. Off-road vehicles are preferred.

5. Tool vehicle

4% of the total numbers of participating vehicles are prepared. Vans are preferred.

6. Trailer

6-8% of the total numbers of participating vehicles are prepared. Pair Trawlers are required which are equipped with hydraulic traction power.

7. Receipt vehicle

Based on 4% of the participating vehicles, 21m-high double-layer cage trolley is provided which is equipped with hydraulic traction power.

(IV) Personnel

1. The total numbers of security staff should be based on 20% of the total numbers of participating vehicles and participants.

2. The security staff need to be grouped according to work, and should generally be divided into: command group, vanward group, way-clearing group, guarantee group, medical treatment group, public relations group, referee group, site group, mobile group, etc.


VIII Vehicle body ad setting, production and post for dynamic events

In order to protect the appearance impressions of classical vehicles, based on the international practice, during classical vehicles games, the body advertisement positions are only limited to the front and rear windshield, left and right doors, front and rear covers, the area should not be too large; in order to protect the appearance paint of classical vehicles, the advertisement at classical vehicles games generally should be affixed with magnetic stick to the vehicle body.


IX. Responsibility agreement and before-game training of dynamic events

Before classical vehicles dynamic events, the organizing committee needs sign responsibility agreement with the players one by one; the organizing committee must arrange before-event training.


X. Vehicle technical condition checks and administrative inspection on dynamic events

In order to ensure the safety and success of events, before classical vehicles dynamic events, it is needed to arrange the vehicle technical conditions, and the examination items should comply with the follows:

1. Engine Condition

Mainly check whether the engine is running stably, and make sure that cylinder block works properly, engine sounds clearly, power output remains strong, cylinder pressure and rapid acceleration are both working very well, cooling system and fans in gear, circulation system works smoothly, and ignition timing is right and so on.

2. Transmission and Powertrain System

Mainly check the operating condition of transmission system, making sure the gearshift lever of common transmission is working efficiently and flexibly; liquid level of the automatic transmission lever is standard, timing of shift is appropriate; power is strongly and constantly outputed; cluth system presents no serious damage.

3. Suspension and Chasiss System

Check whether the four-wheel alignment is properly; is there any oil leaking from chassis sytem; possible crack of dustproof cover; abnormal noise of chassis.

4. Road system (four wheels, tires)

Check the tires for any cut or deformation; whether the dynamic balancing is completed; flexibility and effectiveness of steering system; working condition of booster pump; whether the rods, balls, tire bearing work properly.

5. Brake System

Check whether the brake system is efficient; if there is any oil leakage from master cylinder or wheel cylinder, homing of the brake tappet; if necessary to replace the brakes cloth; is hand brake working properly; effectiveness of lock system.

6. Fuel Supply System

Mainly check whether oil tank is leaking or not; working condition of oil pump; if oil tube is aging; tightness of fastener.

7. Electrical and Lighting System

Check a variety of lightings; fuse box; grounding wire; all electrical box instruments; air conditioning; cigar lighter.

8. Attached Tools and Components

Check the tools and components by reference to the list attached, particular attention to the special tools for certain vehicles.

9. Spare Tire

Check according to tire standards.

10. Check on liquid level

Liquid level refers mostly to lubricant, water, glass water, transmission oil, rear axle oil, brake oil and streering oil etc.

11. Check on Wiper

Check the wiper is productive or not; if the wiper is aging; if there is necessary to replace glass water or spare wiper.

12. Check on Seat and Safety Belt

Check whether the seat is altered, and its tightness; check the belt for safety.

13. Check on Door Lock and Central Control System

Check the performance of door lock and central control system

14. Other Necessary Checks

Issue a vehicle technical inspection certificate after check

Before classical vehicle games, administrative inspection must be conducted on the following contents: advertisement pasted on vehicle body, vehicle safety facility and instruments required by organizing committee, vehicle technical inspection qualification certificates, responsibility agreement and before-event training records, vehicle registration documents, etc. After administrative inspection, the event participation permit shall be issued.


XI. Event notices and punishment

During the event, the Organizing Committee must establish event announcement system according to event rules, and announce the events at the suitable position each day at the accommodation place. As for the problems incurred, the punishment response time does not exceed 8 hours, and the announcement time does not exceed 24 hours.


XII. Basic referee principles of dynamic events

In accordance with international practice and the relevant provisions of the FIVA, all games should establish awards and have the scoring measures and referee rules, specific contents should refer to relevant provisions.


XIII. Safety guarantee of dynamic events

Safety is the lifeblood of the events. The safe security program must be developed in accordance with national and industry requirements.


XIV. Implementation programs of dynamic events

The implementation details of the whole process must be listed one by one, so as to provide basis for any possible thing. All work should be assigned to each group. The duties, limits of authority, business disposal measures should be clarified.


XV. Dispatching order to dynamic events

In accordance with international practice, the general dispatching order of classic vehicles should be chronological, the vehicles which were produced in earlier age shall be dispatched earlier; the vehicles which were produced in same age are divided as follows based on vehicle types: cars, sports cars, SUVs, roadsters; among the vehicles produced in the same age with same vehicle types, the vehicles with smaller displacement should be dispatched earlier.


XVI. Large event organization in dynamic events

Large-scale events typically include:

(i) Opening ceremony

(ii) Dispatching ceremony

(iii) Reception on road

(iv) Demonstration on road

(v) Off-running ceremony

(vi) Award ceremony and party

(vii) Other business activities

It is needed to have clear arrangements of all events. All the events are implemented based on established programs.


XVII Selection of partners of static events

Select the governments, large-scale social organizations, public relations advertising companies and other units with good social reputation, and cooperate with them.


XVIII. Site requirements of static events

The static event sites are generally set indoors. The single vehicle display area is generally no less than 24 square meters.


XIX. Site layout of static events

During display, a platform should be erected or a carpet should be laid on the ground. The vehicle plates should be arranged, and the guard line should be set around (no less than 2m from any point of vehicle), and the security personnel are arranged for maintenance. If necessary, the lighting should be arranged.


XX. Reception requirements of static events

Accommodation standard should be three-star standard rooms or above, meal standard is no less than 100 yuan/person day.


XXI. Image building and external publicity of static events

The events organized by Classic Vehicle Union of China can represent column name and Logo, and all the publicity drafts must be approved by the Secretariat of CVUC.


XXII. Vehicle arrival and return of large-scale events

Vehicle transportation must use large cage trolley or rescue vehicles. Vehicles locking must be paid attention to during the transportation process. Inspection should be made every four hours or every 200km. Specific personnel are responsible for vehicle loading and unloading. Site-clearing must be done in accordance with relevant procedures during the loading and unloading process.

Personnel return journey should be arranged by themselves.
